Local self-governments as instruments of law and social transformation in India

Abstract
This assignment examines the role of Local Self-Governments in India as
instruments of law and social transformation. It analyses the concept,
evolution, and constitutional framework of Panchayati Raj Institutions and
Urban Local Bodies, highlighting their powers, functions, and responsibilities.
The study explores how local governance promotes grassroots democracy, empowers
women and marginalized sections, ensures inclusive development, and facilitates
poverty alleviation. It also discusses the role of law, judicial
interpretation, and administrative mechanisms in strengthening local bodies, as
well as challenges such as financial constraints, political interference, and
lack of capacity. Finally, the assignment provides suggestions for enhancing
fiscal autonomy, capacity building, public participation, and effective
implementation of constitutional mandates to make Local Self-Governments more
effective in achieving social justice and sustainable development.
